      The three-foot rule method for surge suppression is an attempt for parallel surge suppression to work.  It does not work with parallel surge suppression.  Every foot is a nano second response time which is only 3 nano seconds. Parallel surge suppression responds in 15 nano-seconds.  A factor of 5, you lose. It is a simple math problem.  Your panel has blown before the surge suppression even came on.   It stands to reason the best surge suppression is an in-line series three stage two tank circuit design protection, plus if it offers EMI/RFI filtering, or better yet noise filtering, you have a very good protection device for both low voltage and AC power.   You cannot get that from over-the-counter distributor, unless they work a deal with me. Remember the Frengri?
    The missing link.  The one thing that is missing on a complete protection package for a fire alarm system is a ground fault filter.  That is correct, there is such an animal out there that prevents a feedback loop up case ground on your 3-watt ground fault circuit.  Think about it.  If a surge suppression device actually worked, and discharges to the life safety ground, the one circuit that has no protection at all is the 3-watt ground fault circuit on your case ground of the fire alarm panel.  So even if your surge suppression worked, you still have a chance to take out your ground fault circuit and it is only 3-watts.  What is the testing discharge of a surge suppression? Well over 1200 watts to earth ground.    I have attached a drawing of a complete surge suppression setup that works perfectly and also creates an alternative pathway for lightning to by-pass the system.
