    In response to your article about “Programming Codes”,  NFPA-72 Ch. 10.5.3.4 states “Personnel programming a system shall be certified by the system manufacturer”.  10.5.3.5 “Evidence of qualifications shall be provided to the authority having jurisdiction upon request”.
    Additionally, some manufacturers who are U.L. listings (such as Simplex, CWSI et. al.) state that service by personnel not factory certified invalidates the U. L. Listing of the equipment which violates NFPA-72, 10.3.1 “Equipment constructed and installed in conformity with this code shall be listed for it’s intended purpose”
    It has been my experience that, a great deal of the time, technicians in the field are working on (programming) systems that they are not factory certified.  Perhaps something could be put in the Fire Alarm All in One stating that such conduct is a breach?  It would not be hard to prove since maintenance tags in States like Texas require the technician's signature and license number be printed on the service tag.

    You are expected to use appropriate personnel to perform the services you contract to perform.  Of course fire alarm installations present one of the highest life safety systems.  You don't send a novice to install fire alarm systems.  Manufacturers are concerned with the liability risks, just like dealers and central stations are, and they do their part by insisting that only certified technicians be involved with the equipment.  Dealers should appreciate the requirement rather than object because trained technicians may be difficult to find.  
    There might be need for more training programs.
    But this is not a contract issue between the dealer and the subscriber.  Imposing a specific performance level only creates another way the dealer can end up in breach.  Using appropriately trained, and manufacturer certified technicians when required by the manufacturer, is a given; we don't have to make it explicit.  
    Word to the wise, be sure to know the manufacturer's requirements and adhere to them diligently.
