Ken,
          We service and monitor a facility that changed from Verizon to another (internet based?) phone service.  Daily test signals occasionally fail and we have sent repeated emails expressing the service is unreliable since the change.  Today I received a text that they want us to come and test the alarm and central office signals, I replied we would but, that does NOT mean the signals will work reliably.  I also followed up with the following email:
   "Jose,
           Per your text message this morning, we will come to Rebekah today to test the Fire Alarm and see if the central office receives the signals.
HOWEVER
This in NO way means the transmissions will be reliable.
As we have seen and experienced, signals are sporadic since the phone service has been changed.
In addition, we are under the impression that the phone system does NOT have battery backup as required.
If testing today is good, it will NOT mean it will work for the next or subsequent signals.
As previously advised, your facility should call FDNY immediately for any alarm signal
And have someone go to the street fire alarm box, operate it, remain there to direct fire fighters to the fire."

            Customers changing phone service often don't realize how that will affect alarm system communication.  For critical alarms, such as fire, it can have severe consequences.  Your text to the customer should have makes it clear that the current phone system is unreliable.  I am not sure that the customer will appreciate the advice to have someone handy to pull a street alarm box.  It would be more appropriate to advise the customer that if a fire alarm is not working or reporting reliably a Fire Watch is necessary.  You can then explain what a Fire Watch is and suggest the expense it could cost, not to mention the responsibility assumed for the fire watch. 
      You could also notify the NYCFD who might decide to inspect the system and impose fines or demand Fire Watch.  You could let the customer know you notified the NYCFD, as you are required to do if a fire alarm is not working.
