Comment on central station dispatch time

Comment on central station dispatch time from articles on March 25 and April 4, 2022
I read with interest the information regarding the transmission of fire alarm signals from Central Stations/Signals Receiving Centers (SRCs) to the fire department, and the timelines around the relay of those signals.
Much like the United States, in Canada under ULC-S561 specifications Signals Receiving Centers have 30 seconds to notify the appropriate fire department on receipt of a fire alarm signal, without premise verification.  SRCs can ensure compliance with these standards - and virtually eliminate the worry of delay of reporting - through the use of automated alerting known as OPEN ACCESS™.  OPEN ACCESS™ re-transmits fire alarm signals which are required to be dispatched from SRCs to the appropriate FD without the need for operator intervention, reducing response times by up to 2 minutes.
OPEN ACCESS™ integrates with most major automation platforms and CAD dispatching systems. More information can be found at

Now I have a question:  On a fire alarm is the dispatch time from receipt of signal to initiating the call to the FD 90 seconds or 30 seconds?  If it’s NFPA rule, what’s the rule?
How about a non-fire signal, such as burglar alarm?
Is sprinkler flow alarm considered a fire alarm?
          What about panic alarm?
          And medical alert?
Please cite your authority to support your opinion.  Thanks
