I have a great deal of charts and no storage. Can I scan them and then discard them?

Answer:

Absolutely!  Go at it.  You are not required to maintain an original record; a scanned electronic record meets the requirement.  So, feel free.  

There are certain circumstances I can think of where it may be useful to have an original, for instance, any scenario where you are looking to prove originality - possibly through dating the ink or confirming, etc.   However, the likelihood of that need arising is minimal.
