The problem with the headhunter is that he has gotten hold of the email list as opposed to soliciting these workers on their personal emails which, of course, he has the right to do.  In terms of employment contracts, they are a double edged sword because, particularly in a bad economy, they can bind an employer in financially detrimental ways unless well tailored to protect against such a contingency.

However, when the employee has specialized knowledge or training, then non-compete and non-disclosure agreements, whether part of a contract or as stand-alone documents, are absolutely essential.  I leave it to you to decide whether those agreements should be substituted for the Employment Contract in your post.  

At minimum, a head hunter who engages in these practices should get a cease and desist letter AND for companies with sophisticated IT capabilities, their email addresses should be designated as spam by the computer server and bounced back.  Any head hunter who finds his in-box full of returned mail that he has to sift through will get the message immediately.

The deciding factor on how you treat the panic, keypad panic, holdup, duress type signals depends on whether it is audible or not.  If it is silent, central station should dispatch and put the signal in a 20 minute wait condition and not call the premise until 20 minutes have passed.  In a Victoria Station restaurant a cashier was held up at gun point and pushed a panic/holdup button which was audible.  The robber in a anxious state shot and killed a custmer.  Also, if you are installing a panic/holdup silent alarm, be sure the button is silent also.  Using a money clip is a good way to trip a holdup situation, just be sure the cleanup crew knows not to remove that last bill.

          I just finished attempting to adsorb the topic on your Blog “Intruder Alert and Panic Alarm systems “.

It appears that we have members in our industry attempting to apply our industry’s talents toward addressing our Nation’s Epidemic of Terror impacting Facilities of Public Gathering.  I applaud those who want to offer our industries “bag of tools and solutions” that might assist in minimizing the potential tragedy. 

          I want to caution that although I know some terrific technicians in our industry, I know of no one in the industry capable of guiding the planning to address such threats.   If and when you have the opportunity to address such concerns of a facility, you need to play the role of a strong decision influencer and not as a leader.   As a representative of an alarm company, you may have the opportunity to be the influencer of the facilities management to initiate planning.   Influence the decision to involve law enforcement and other public safety providers at the beginning.  There are some experts in the American Society of Industrial Security (ASIS)  who can be valuable contributors in this level of planning.

Influence the means by which notification of the existing threat will be initiated (single device in one location or multiple initiators in multiple locations) .   Influence how the report of the threat will be communicated to the dispatch agency.  Nothing as quaint as PANIC, DURESS should be used but instead an agreed term that conveys the potential magnitude of threat to which the authorities must respond.

         Influence how the occupants might be notified to seek cover.  Influence how the status of the facility’s interior can be communicated to the authorities.

         Place yourself and your company in the position of influencing while taking direction from the authorities.  Do not put yourself in the position of responsibility if there are short comings should an actual response be criticized

When I look into this I see mass notification systems as the solution. These are made by the fire alarm industry, What is your position on providing these systems as a stand-alone lock-down system for a church school who is requesting we provide this?   I will present this to our local AHJ to see if they require submittals and approval and will offer the customer monitoring pending your response. I see this as blue pull stations with custom labels at reception on the ground floor with a speaker in every classroom.   Mass notification systems offer pre-recorded and microphone designed specifically for this type of senerio. I do not see this as a panic “hold-up” system.

Mass notification systems are not substitutes for panic alarms and may compliment each other. One mass alarm, known as Emergency Voice and /or Evacuation Systems, is branded Fire-Lite Alarms by Honeywell.  There is a good description of the service on the website www.firelite.com.  Below is a quote from the website:

"An emergency event can be confusing and disorienting for building

occupants. It is further complicated when the occupants are in

unfamiliar surroundings such as hotels or theatres. Although other

devices such as horns and strobes provide a "warning", the loud
