            We study the central station log each morning and call the customer on any low battery or trouble reports. It’s an easy way to remind them you are in the loop and watching them. It also creates service revenue. 
            Whenever a PD is looking for legislator and public support for increasing their budget they will ALWAYS include alarm responses to their itemized list of service costs.  Knowing how spotty that response can often be in the real world, I have no doubt they either pad that number or gladly hope it is large. Just to help justify their requests.  So I’m not sure if their heart is in any true reforming or improvements, at least in any consistent manner.

            Regarding requirements beyond code I think a meeting with the AHJ would be the next step. Simply ask the AHJ where you missed the code citation that REQUIRES the additional equipment. Is this his or her PERSONAL interpretation? Or is there an ordinance or stature that was overlooked?
            Ken is right to question what you may have agreed to in your bid but the main point is that if there are not statutory requirements for the added equipment, I would have KK look over your options. A simple reminder that AHJ has a duty to follow the code as you do, not rewrite it because he or she has an opinion.  There are other options but you do not want to escalate unless necessary....
