Thanks for all of your commentary.
With regards to Verizon getting licensed for alarm & video installations and maintenance, this should be covered in the NEC. (no need to look at it on a State to State level).
I am paraphrasing, but the NEC defines electric as follow: If a single electron moves through a wire it is considered to have electrical current and thus it is governed by the rules and regulations under the NEC.
If this is the case, there is no question that they (Verizon) and all other national companies falls under the same rules and regulations as do local alarm companies.
I have customers that have FIOS, when they have a power failure the system does not seem to work, Why? Because there is no electric current keeping the system active, Period!
Could you please comment and let me know where I may be misinterpreting and not understanding this.

I think we were talking apples and oranges. You made reference to a system that is installed to a UL standard, is certified by UL with a certificate issued and is subject to random inspection and field testing by UL. That is more of a program for each location with ongoing, although private, regulation. I was referring to the requirement, as outlined in the NEC, for any piece of electric/electronic equipment that is used, whether it be Christmas tree lights, toasters or security equipment. All equipment shall be listed by a nationally recognized testing laboratory. If there is a piece of equipment in use that does not have a NRTL label on it, regardless of the level of security, the AHJ does not have to approve the system and can reject the unlisted part. Even the mass marketing free give away systems have to use UL or ETL listed equipment in their installations. If the installation is residential than the equipment must meet the intended use for a residential system. If the system is installed in a commercial environment, then it needs to meet the UL equipment requirements for commercial use. That does not mean however that the commercial system needs to meet the other UL standards of a Double A certified system and all that goes along with that unless it is a required system which is most likely coming from their insurance carrier. Bottom line is that a NRTL listing is a piece by piece listing for each and every part and the AHJ's look for this during their approval process. A part without a listing/label can be rejected putting a kink in the field design. We are seeing way to much equipment be offered over the internet, usually from overseas, or offered by start up manufacturers that have not submitted the equipment for testing by a NRTL, hence no UL or ETL label. The equipment is less expensive of course but does not meet the National Electric Code requirements. Although an isolated incident, a non listed DVR, bought online, caught on fire in a residential application. That product disappeared for a couple of years but came back much improved but yet has still failed to receive their listing.

I have a question about contracts. I am an alarms manager and we have a contract that the salesman list each item, sprinkler inspection, backflow inspection, fire alarm inspection and monitoring. Next to each one of these there is a line that has accept and decline for each of these. At the bottom of the contract they give the customer a total for all these items. If they were to just sign the bottom and not initial next to each item would this contract be any good? Also should they be initialing next to each item they accept or decline or would a check mark or X be acceptable? Thanks

If the contract calls for initials then it should be initialed. Contracts should be clear and understandable. If you create a contract that is called into question later because it's confusing or ambiguous then count on disputes and legal fees. It's your contract so design it with or without initial requirements.

Depending on the jurisdiction, the lease and stated value are assets to be taxed as commercial personal property. If the company is depreciating it or not reporting it to the county, the defendants attorney would/should argue the discrepancy.
